You have used the territory builder tool to map out your local area and you are now encountering issues when attempting to save it. There are two possible answers to your query.
Your page has been resized.
When you first load the tool and hover over the map your are instructed to hold the CTRL key and use the scroll wheel on your mouse to zoom in and out on the map to find the location you wish to highlight.

This works effectively when your cursor is over the map window.
If you do this outside of the map window, you will resize the browser page itself.

Your browser will indicate its current page zoom level in the URL bar at the top of the page and if you are zoomed in, the save button will disappear out of view.

Zoom out by holding down the CTRL key and scrolling down with your mouse wheel. You will see the save button come back into the view.
Please be aware: If you try to use the scroll bars that appear due to the resizing of the page, you will find that the background of the page moves and not the map overlay. You must zoom out for the save button to re-appear on the map overlay.
Your territory contains too many properties
Territories are capped at a 30,000 property limit. If you attempt to create a territory that contains more than this number of properties a warning prompt is displayed to let you know you need to re-size the territory to a smaller area.

Move the existing data points by selecting and dragging a dot, or use the reset button to start drawing your territory again.
